**This is an internal recruitment only for current qualified classified City of Reno Employees**

Under general supervision, has command of a firefighting company, its equipment and station; may be assigned administrative, training or professional duties; participates in fire prevention and suppression activities; and performs related work as required.

Examples of Essential Functions

  • Respond to all alarms in an assigned district and other districts as directed.
  • Supervise and participate in the laying of hose, placing of ladders, controlling the pressure and direction of water streams, rescue and salvage operations.
  • Direct the routing and placement of apparatus at emergency scenes.
  • Supervise maintenance of station and equipment.
  • Prepare budget information at the company/station level.
  • Enforce policy and procedure at the company level.
  • Draft changes in policy and procedure.
  • Maintain records and submits detailed reports to superiors.

Minimum Qualifications
Minimum qualifications must be met by the applicant by the date of examination(October 11, 2023).

Experience:

  • Seven years of suppression line experience as a Firefighter with RFD/TMFPD as of October 11, 2023 and have successfully completed the promotional examination (obtaining a ranking on an eligible list) for Fire Equipment Operator on one of the last two most recent Fire Equipment Operator's examination, which includes the 2022 and 2023 examination processes.

Or

  • A combination of seven years of suppression line experience as a Firefighter and Fire Equipment Operator with RFD/TMFPD as of October 11, 2023.

Education:

  • Completion of a high school diploma or the equivalent.

Licenses & Certifications:

  • Minimally, possession of a valid Nevada Non-Commercial Class B Driver's License with an "F" endorsement - or an equivalent out-of-state driver's license.
  • Minimally, EMT certification

FIRE CAPTAIN APPLICATION PREPARATION:
Applicants must complete their application in a professional manner. Complete applications are required to show a clear and progressive work history with correct employment dates and a brief description of the tasks performed. Incomplete applications will be rejected and you may not be considered further in this promotional process.

EXAMINATION PROCESS:
Examination dates are for planning purposes and may change at the discretion of Civil Service or Reno Fire Department. This promotional testing process will require candidates to appear in person to participate.

Written Test:

Written Test = October 11, 2023
Weight = 40% of final grade

Note: Up to a cumulative total of the 12 highest scoring candidates resulting from and passing the written examination will progress to the assessment center exercises. Tied scores resulting in more than one candidate ranking in the 12th position will be re-ranked according to department seniority.

Assessment Center:
Assessment Center Exercises = November 7-9, 2023
Weight = 60% of final grade

Candidates must obtain a passing assessment center score in order to receive a passing final grade for the entire examination process and be placed on the eligible list.

NOTIFICATION:
Qualified applicants will be notified by email of the exact date, time, and location of the examination. Applicants are notified by email of their examination results. Applicants who do not meet the minimum qualifications will also be notified.

Applicants are responsible for keeping the Reno Civil Service Commission informed of all contact phone, email and mailing changes. Rule XV, Section 2.

EMPLOYEE/VETERAN PREFERENCE (In the Event of Tie Scores):
On promotional examinations, in the event of tie scores resulting from final rating, including seniority points, an employee will be awarded veteran's preference and provided a rank preference if one of the eligibles has submitted proof of honorable discharge from the military service. In the case where two (2) or more of the eligibles who have received the same score and have been awarded veteran's preference, the ranking shall be determined by a random assignment by computer. A candidate who desires to claim veteran's preference must, at the time of application, submit documentation of honorable discharge from the United States Armed Forces. This preference will only be administered in the event of tie scores. Documentation must be submitted at the time of application.

SENIORITY POINTS:
Reno Fire Department uniformed employees shall receive seniority credit computed by adding to a passing score as follows:

For each full year of continuous (cumulative if separation was for layoff) service completed after current minimum qualifications eligibility, up to a maximum of fifteen years ............0.2 points per year.

Note: Fire Captain - Suppression seniority point calculation begins at the seventh year when eligibility for meeting the seven year minimum qualification and the Fire Equipment Operator requirement has been achieved. (Seniority points are not calculated from the year of hire and are only calculated for an entire year of employment, not portions or fractions of a year.)

APPOINTMENT & CERTIFICATION:
Appointments to positions in the City's Civil Service system are made from a certified referral list from the eligible register submitted to the hiring authority for interview and selection. Candidates who achieve a passing score shall be placed on the eligible register in rank order. The current certification rule in effect at the time a request is received by the Civil Service Commission will be used to refer names. The department may hire any of the persons referred. The names of those persons not hired who remain on the eligibility register may be considered when the next vacancy occurs, for as long as that register is viable.

Certification from a promotional list is as follows: if the list contains more than fifteen (15) names, the eleven highest scoring available eligibles; if the list contains fifteen names or less, the ten highest scoring eligible; if the list contains fewer than ten eligibles, all eligible names shall be submitted. If there is more than one (1) vacancy, one (1) additional name shall be submitted for each vacancy.

PROBATIONARY PERIOD:
As the final step in the selection process, newly promoted employees serve a one year probationary period to show their ability to perform the work.
